BREAKING NEWS - Regulations to maintain operability of the CPR - CE marking provisions laid in Parliament
Thank you to David Hughes of the Construction Products Division, Ministry of Housing, Communities and Local Government for alerting BASA today about an important piece of legislation that the Building Safety Minister, Samantha Dixon, laid in parliament yesterday (10th November 2025), regarding construction products.
These regulations make minor technical amendments to ensure continuity of the current policy of recognising ‘CE’ marked construction products as an alternative to the UKCA mark when placing the product on the market in Great Britain.
BASA Members are advised that these changes do not create any new requirements for manufacturers or others in the supply chain when placing a product on the market in Great Britain.
Background
- As I have previously explained to BASA Members, these amendments are necessary because the current UK regulations only recognise CE marked products where they comply with the 2011 EU CPR. Any products that in future meet the new (2024) EU CPR and are CE marked (but not UKCA marked) would not comply with the legal requirements for placing that product on the market in GB unless the legislation is changed.
- These new regulations therefore amend our legislation (the retained/ assimilated 2011 regs and the 2013 regulations) and so that it recognises products that are legitimately CE marked under either the original 2011 EU CPR or the new (2024) EU CPR.
- Whilst it will take many years for products to move from being regulated under the 2011 EU CPR to the 2024 EU CPR, we considered it important to have the legislation in place in advance of this.

BASA continued to engage with MHCLG as they progress towards the Construction Products Reform White Paper, which the government has committed to publishing before Spring 2026.
